(CNSNews.com) - Rep. Bart Stupak (D.-Mich.) told CNSNews.com that President Barack Obama told him in a telephone conversation that when he said in his Sept. 9 speech to a joint session of Congress that “under our plan no federal dollars will be used to fund abortions” he was not talking about the actual bill drafted in the House but about the president’s own health care plan—which has never been written.

“I don’t know if it is a game of semantics or what,” Stupak said of Obama’s nationally televised declaration to Congress that the health-care plan will not allow federal funding of abortion.

Both the House and Senate versions of the health-care bill permit federal funds to pay for insurance plans that cover abortions.

Both suggested new terminology might get them past any lingering doubts among the public—or consumers or competitors.

KABUL – Eight American troops were killed in two separate insurgent attacks Tuesday in southern Afghanistan, making October the deadliest month of the war for U.S. forces since the 2001 invasion to oust the Taliban.

In one of the insurgent assaults, seven Americans were killed while patrolling in armored vehicles, U.S. forces spokesman Lt. Col. Todd Vician said. He said an Afghan civilian died in the same attack. The eighth American was killed in a separate attack elsewhere in the south, also while patrolling in a military vehicle, he said.

The military issued a statement saying the deaths occurred during "multiple, complex" bomb strikes. It said several troops were wounded and evacuated to a nearby medical facility, but gave no other details.

Capt. Adam Weece, a spokesman for American forces in the south, said both attacks occurred in Kandahar province. In Washington, a U.S. defense official said at least one was followed by an intense firefight with insurgents who attacked after an initial bomb went off. The official spoke on condition of anonymity because he wasn't authorized to release the information.

Washington (AP) - U.S. taxpayers spent about $32 subsidizing the cost of the typical Amtrak passenger in 2008, about four times the rail operator's estimate, according to a private study.

Amtrak operates a nationwide rail network, serving more than 500 destinations in 46 states. Forty-one of Amtrak's 44 routes lost money in 2008, said the study by Subsidyscope, an arm of the Pew Charitable Trusts.

Stephen Van Beek, president of the Eno Transportation Foundation, a think tank, said the analysis could help guide decisions on how to spend $8 billion set aside for high-speed and intercity rail in a $787 billion economic stimulus bill. Rail planners may decide that spending the funds on high-speed rail makes more sense than slower intercity rail, which the Amtrak numbers show need higher subsidies.

New Yorkers are fleeing the state and city in alarming numbers -- and costing a fortune in lost tax dollars, a new study shows.

More than 1.5 million state residents left for other parts of the United States from 2000 to 2008, according to the report from the Empire Center for New York State Policy. It was the biggest out-of-state migration in the country.

The vast majority of the migrants, 1.1 million, were former residents of New York City -- meaning one out of seven city taxpayers moved out.

"The Empire State is being drained of an invaluable resource -- people," the report said.

A conservative media watchdog doesn't think it is appropriate for a member of President Obama's administration to refer to Mao Tse Tung as one of her favorite political philosophers.

Anita Dunn currently serves as President Obama's interim White House communications director. She also previously helped on his election campaign and was once featured on a 60 Minutes segment as one of Obama's top four advisors. Recently Dunn has become the mouthpiece for the administration's attacks on the Fox News Channel, saying it often operates almost as either the research arm or the communications arm of the Republican Party.

However, earlier this month Fox's Glenn Beck played a clip of a speech Dunn made on June 5 to students at St. Andrews Episcopal School of Potomac, Maryland.

NEW YORK (Reuters) - An Indian man pleaded not guilty on Tuesday to terrorism charges that include agreeing to sell guns and military equipment in a sting operation to Lebanese Shi'ite guerrilla group Hezbollah.

Patrick Nayyar, a 45-year-old Indian citizen is accused of meeting with an FBI informant posing as working for Hezbollah and agreeing to sell guns, ammunition, vehicles, bulletproof vests and night vision goggles, the U.S. Attorney's Office said.

Nayyar appeared in Manhattan federal court and pleaded not guilty to a five-count indictment that included conspiring to provide material support to a foreign terrorist organization as well as illegal possession of a firearm and ammunition.

He faces up to 80 years in prison on a combined total of the maximum of each of the five charges.

The legislation comes after three months of negotiations by House Democrats and represents the most sweeping changes to the nation’s health-care system since the 1965 creation of the federal Medicare program for the elderly. The measure would overhaul the insurance market, encourage greater use of preventive medicine and help Americans buy coverage.

“We think we’ll have the votes,” said California Representative George Miller, who runs the House Education and Labor Committee, after meeting with fellow Democrats yesterday. Formal debate is planned for next week, Miller said.

House ethics investigators have been scrutinizing the activities of more than 30 lawmakers and several aides in inquiries about issues including defense lobbying and corporate influence peddling, according to a confidential House ethics committee report prepared in July.

The report appears to have been inadvertently placed on a publicly accessible computer network, and it was provided to The Washington Post by a source not connected to the congressional investigations. The committee said Thursday night that the document was released by a low-level staffer.

The ethics committee is one of the most secretive panels in Congress, and its members and staff members sign oaths not to disclose any activities related to its past or present investigations. Watchdog groups have accused the committee of not actively pursuing inquiries; the newly disclosed document indicates the panel is conducting far more investigations than it had revealed.

Observers say the communist country's leader is too sick to make appearances, including August's meeting with former President Bill Clinton, the Christian Science Monitor reports.

Evidence of the resemblance is not verified, but several North Korean refugees report that Kim has several people standing in for him on some of the 122 trips he's made this year, the paper reports.

Duluth, Minn., rarely known for its high temperatures, received $6 million in economic stimulus funds for a snowmaking facility, even though it is the 15th snowiest city in America, according to City-Data.com.

As much as $30 million in federal funds will go to spring training facilities for the Arizona Diamondbacks and Colorado Rockies, two Major League Baseball teams. The full cost of the training complex in Scottsdale, Ariz., is $100 million.

James Dobson, the voice of conservative Christian group Focus on the Family, will no longer host its flagship radio broadcast and is cutting formal ties with the organization that he founded more than 30 years ago, the evangelical group said Friday.

Dobson, 73, and the board of directors both agreed about the moves, which will go into effect at the end of February, ministry officials said. The decision to part ways was amicable and long anticipated, said Gary Schneeberger, spokesman for the Colorado Springs-based group.

Dobson has distanced himself in recent years from the organization he founded in 1977 and built into an influential force — both as a political powerhouse and provider of conservative family and moral advice. Dobson resigned as Focus on the Family president in 2003 and as chairman of the board in February.

Both the House and Senate versions of the health-care reform plan would force all individuals who are citizens or legal residents of the United States to buy health insurance. President Obama has endorsed this provision.

Hatch said if the federal government starts ordering Americans to purchase specific products without being able to plausibly justify that mandate through the Commerce Clause of the Constitution which empowers Congress to regulate interstate commerce, it will mean “we’ve lost our freedoms, and that means the federal government can do anything it wants to do to us.”

With recent polling showing that the top two candidates in New Jersey's gubernatorial race are separated by just a few points, it's no surprise that the campaigns and parties are preparing for the possibility of a recount should the final result be too close to call.

"We certainly have anticipated and prepared for this scenario," said Maria Comella, spokesperson for Republican Chris Christie. Spokesperson Lis Smith said officials in Gov. Jon Corzine's campaign are also "preparing" for a possible recount; both declined to comment further on the nature of those preparations, however.

Robert Giles, director of the New Jersey Division of Elections, said that there is no automatic trigger which would require a recount after Tuesday's vote. Either candidate has 15 days to request that county officials double-check their tallies, and can do so no matter what the margin of victory. Such a request would be made in state Superior Court.

"It's definitely a possibility," Giles said, noting that in 1993 and 1997, the gubernatorial races were decided by fewer than 25,000 votes. The 1981 race was even closer, as Republican Tom Kean was victorious by just an 1,800-vote margin. That was the last time a candidate requested a recount take place (then-Rep. Jim Florio).

Much of what aggravates the Obama administration about FOX News is what Joe Biden would call a three-letter word: B-E-C-K.

Beck calls himself a "rodeo clown." That fits. A rodeo clown distracts the bull's attention to defend rodeo riders at risk. Beck believes the nation is at risk and he's out to distract the raging bulls, or the progressives in power.

In other cultures, matadors in tight pants use a red cape to taunt the bull into fatigue before the kill. Rodeo clowns face the bull wearing flexible, goofy-looking clothes and running shoes. When they succeed, they end up diving into the clown lounge. It's a heavy barrel of thick steel with a dense foam rubber lining inside. After the rodeo, they pound out dents made by the horns of one-ton head hunters (bulls that like chasing two-legged animals). Rodeo clowns look and act a bit like circus clowns. But when they're into their clown shtick, they keep both eyes on the bull. Despite the garb, they're really not about clowning around.

The provisions on advanced-planning directives labeled "death panels" by concerned observers have re-emerged in the final version of the US House of Representatives health-care reform bill. Moreover, the bill also lacks protective language that would prevent reimbursement of physicians counseling assisted suicide as a legitimate "end-of-life" option in states like Washington and Oregon.

Section 240 of H.R. 3962 "Affordable Health Care for America Act" requires insurance companies offering a "qualified health benefits plan" on the health insurance exchange to provide information related to "end-of-life planning" to enrolled individuals.

Although the section stipulates that advance directives "shall not promote suicide, assisted suicide, euthanasia, or mercy killing," none of the terms are defined in the bill. That poses a problem since some states like Oregon and Washington have laws legalizing physician-assisted suicide, but these states employ different terms.

Oregon instead has opted for the terms "physician-assisted death" or "physician aid in dying" as substitutes for "physician assisted suicide" after the pro-euthanasia group Compassion & Choices (the former Hemlock Society) asked the state's health and human services department for the language change. The state of Washington has also followed suit.

House Minority Leader John Boehner (R.-Ohio) said during floor debate on the bill Saturday that he doubts the amendment will survive the conference committee.

The amendment in question was sponsored by Rep. Bart Stupak (D.-Mich.). It was approved by a vote of 240 to 194 shortly before the House voted 220 to 215 late Saturday to approve the full health care bill. Sixty-four Democrats voted for Stupak’s amendment. British spies helped prevent a bombing attack on the New York City subway by suspected al-Qaida operative Najibullah Zazi, according to a report in a British newspaper.

The plot was uncovered after Scotland Yard intercepted an e-mail sent to an address that was being monitored by British agents, The Telegraph reported.

Scotland Yard alerted the FBI, which launched an operation that led to the arrest of airport shuttle bus driver Zazi on Sept. 19. He was charged with conspiracy to use weapons of mass destruction.

"Going postal" is a piquant American phrase that describes the phenomenon of violent rage in which a worker--archetypically a postal worker--"snaps" and guns down his colleagues.

As the enormity of the actions of Maj. Nidal Malik Hasan sinks in, we must ask whether we are confronting a new phenomenon of violent rage, one we might dub--disconcertingly--"Going Muslim." This phrase would describe the turn of events where a seemingly integrated Muslim-American--a friendly donut vendor in New York, say, or an officer in the U.S. Army at Fort Hood--discards his apparent integration into American society and elects to vindicate his religion in an act of messianic violence against his fellow Americans. This would appear to be what happened in the case of Maj. Hasan.

The difference between "going postal," in the conventional sense, and "going Muslim," in the sense that I suggest, is that there would not necessarily be a psychological "snapping" point in the case of the imminently violent Muslim; instead, there could be a calculated discarding of camouflage--the camouflage of integration--in an act of revelatory catharsis. In spite of suggestions by some who know him that he had a history of "harassment" as a Muslim in the army, Maj. Hasan did not "snap" in the "postal" manner. He gave away his possessions on the morning of his day of murder. He even gave away--to a neighbor--a packet of frozen broccoli that he did not wish to see go to waste, even as he mapped in his mind the laying waste of lives at Fort Hood. His was a meticulous, even punctilious "departure."

When he announced the nomination, President Obama said that Judge Hamilton would set the tone for his future nominees. But Judge Hamilton’s record as a federal district judge includes plenty of reasons to wonder whether he deserves a promotion.

Hamilton has suggested it’s a judge’s job to make law. “Part of our job here as judges is to write a series of footnotes to the Constitution. The District of Columbia City Council has changed a proposed ordinance legalizing same-gender "marriage" to supposedly add protection for pastors. The ordinance was supported by a coalition of area clergy.

One of those clergy members, Robert Hardies of All Souls Unitarian Universalist Congregation, says the ordinance "ends harmful discrimination" against homosexual couples and at the same time "preserves the sacred rights" of his colleagues. (CNSNews.com) – House Republican Leader John Boehner (Ohio) says the Obama administration is putting "liberal special interests before the safety and security of the American people" in deciding to bring the 9/11 mastermind to the United States for trial in federal civilian court.

Ever since he told a British reporter that he felt "no pity" for the victims of the Fort Hood massacre, Duane Reasoner Jr., an 18-year-old Muslim convert who frequently dined with accused shooter Major Nidal Malik Hasan and attended the same mosque, has ducked the media. His parents ordered ABC News off their property over the weekend and on Monday, Reasoner again dodged ABC -- this time by using a pass to drive onto the Fort Hood Army base, home of the soldiers for whom he said he felt no pity.

For the most part, Reasoner has stayed close to the one-story Copperas Cove, Texas house he shares with his parents, who have reportedly worked on the base and who, according to a friend of Reasoner's, are "not particularly supportive" of the faith adopted by their son.

Investigators were seeking paperwork related to the Newspaper and Mail Deliverers Union, which packages and delivers newspapers across the region. Calls to the union's headquarters were not answered Tuesday.

The New York Times issued a statement saying that the office of an employee at its plant in Queens' College Point area had been searched but that its news side was not part of the investigation.

Attorney General Eric Holder’s decision to try Khalid Sheik Mohammed in a federal civilian court is inconsistent, indefensible and inexplicable.

It is inconsistent with Holder’s own decision to try Abd al-Rahim al-Nashiri in a military commission. It is indefensible in light of the unmistakable intentions of the Framers of the Constitution. It is inexplicable by any prudential analysis of the national interest in dealing with an enemy like al-Qaida.

Some strange ideological impulse—rather than common sense and respect for the rule of law—is driving the Obama administration to give special treatment to the perpetrator of one of the greatest war crimes ever committed against the United States.

A healthcare policy expert says there are details in the Senate healthcare bill that will frighten everyone.

Senate Majority Leader Harry Reid (D-Nevada) has unveiled his more than 2,000-page healthcare bill with an estimated price tag of $849 billion. However, as Grace Marie Turner of the Galen Institute points out, one of the reasons the bill was scored under President Obama's $900 billion cost goal is because no one gets any benefit from the program until 2014.

"So they start collecting taxes and fees now, and...the first ten years of full implementation of this bill is $2.5 trillion, and that's only the beginning," Turner explains. "So this does not in any way...meet President Obama's budget specification. And there are all sorts of tricks that they have pulled in this bill to try to pretend that it's deficit-neutral."

LONDON - The U.N. Population Fund has declared that having fewer children would help reduce so-called global warming...but added it is difficult to proof a connection between the two.

The agency said the battle against global warming could be helped if the world slowed population growth by making free condoms and family planning advice more widely available.

The agency did not recommend countries set limits on how many children people should have, but said: "Women with access to reproductive health services ... have lower fertility rates that contribute to slower growth in greenhouse gas emissions."
